It uses a broad-spectrum flash of light across multiple wavelengths and relies on the contrast between skin colour and hair colour. The ND:YAG laser, by contrast, uses a single concentrated wavelength of 1064nm. This allows it to penetrate much deeper into the follicle, target the root directly, and work effectively on coarser and darker hair types.
